Query-driven per-user throttles — served by SHOW RATE LIMITS.

Query-driven, per-user throttles
Each limit is a STREAM SELECT over your user-stats relation: admins resolve to unlimited, abusive users get throttled on the chosen dimension. The decision lives in the SQL, not a config knob.
The per-user effectiveallowance is evaluated in the host governor's live replica — it is not a table and cannot be queried here. Breaches (denied / killed) land on the Audit Log; use the link on each row to jump straight to a limit's enforcement history.
